Ads may appear on Free and Go. - Prepare the journey from a landing page to WhatsApp or a form, with an agent that qualifies inquiries and records the next step in CRM. - Define measurement before spending. OpenAI has not published performance benchmarks yet. ## What OpenAI announced on October 21 The [official OpenAI announcement](https://openai.com/index/chatgpt-ads-expands-26-new-countries/) adds 26 countries and describes 14 new Latin American markets, including Argentina, Chile, Colombia and Peru. Mexico and Brazil had already launched in [August 2026](https://openai.com/index/testing-ads-in-chatgpt/). This expansion gives businesses in the region another advertising channel. The announcement also describes plans for more formats, objectives, buying options and measurement. It does not give a local availability date for those future capabilities. ## Where you can advertise in Latin America today Checked on **October 23, 2026**. Self-service status comes from [Ads Manager Availability](https://help.openai.com/en/articles/20001245-ads-manager-availability). Currency information comes from the [official minimum-budget table by currency](https://help.openai.com/en/articles/20001210-creating-campaigns-for-chatgpt-ads), which does not explicitly map currencies to countries. A listed currency does not confirm your account's billing currency: check it during signup. | Country or market | Self-service | Billing currency | Guide within this pillar | | --- | --- | --- | --- | | Argentina | Yes | Verify: ARS not listed | [Argentina](#argentina) | | Bolivia | Yes | Verify | [Bolivia](#bolivia) | | Brazil | Yes | BRL listed; confirm account | No PT guide | | Chile | Yes | CLP listed; confirm account | [Chile](#chile) | | Colombia | Yes | COP listed; confirm account | [Colombia](#colombia) | | Costa Rica | Yes | Verify | [Costa Rica](#costa-rica) | | Ecuador | Yes | Verify | [Ecuador](#ecuador) | | El Salvador | Yes | Verify | [El Salvador](#el-salvador) | | Guatemala | Yes | Verify | [Guatemala](#guatemala) | | Mexico | Yes | MXN listed; confirm account | [Mexico](#mexico) | | Panama | Yes | Verify | [Panama](#panama) | | Paraguay | Yes | Verify | [Paraguay](#paraguay) | | Peru | Yes | PEN listed; confirm account | [Peru](#peru) | | Puerto Rico | Yes | Verify | [Puerto Rico](#puerto-rico) | | Dominican Republic | Yes | Verify | [Dominican Republic](#dominican-republic) | | Uruguay | Yes | Verify | [Uruguay](#uruguay) | The 14 markets remaining after removing Mexico and Brazil are our reading of the availability page, not a complete list published in the announcement. Venezuela, Honduras and Nicaragua are absent from that page on the check date. Brazil is included to show regional availability; a Portuguese edition is outside this guide's scope. ## Who sees ads and where they appear According to [OpenAI's help article about ads in ChatGPT](https://help.openai.com/en/articles/20001047-ads-in-chatgpt), ads may appear on Free and Go. Plus, Pro, Business, Enterprise and Edu remain ad-free, and accounts identified as belonging to people under 18 are excluded. Ads appear below responses, labeled and separate; OpenAI says they do not influence answers. It is also testing a multi-image visual format during image generation. The [advertiser format](https://help.openai.com/en/articles/20001207-ads-in-chatgpt-the-basics) includes a name, favicon, headline, copy, image and landing page. Context hints guide relevance; they are not exact-match keywords and do not guarantee a particular conversation. Selection uses a relevance-weighted second-price auction. ## How to advertise on ChatGPT, step by step 1. Choose self-service Ads Manager or a technology partner, the two routes in the official announcement. 2. Check the legal entity: it must be based in an available country. Complete identity and billing setup; the billing address and payment method should match the entity and country used for the account, according to [Billing & Payment](https://help.openai.com/en/articles/20001216-billing-payment). Self-service card accounts are charged after delivery, at the assigned threshold or month-end for an outstanding balance. 3. Choose the objective: Views bills per thousand impressions (CPM); Clicks, per valid click (CPC); Conversions optimizes an event and bills for clicks (oCPC) or impressions (oCPM), subject to eligibility. It does not bill per conversion. 4. Choose a daily or campaign-total budget. Daily is an average rather than a same-day cap; campaign-total limits campaign spend. 5. Check eligible countries and scheduling before publishing. Some new accounts can initially advertise only in their home country. Subnational targeting is available where supported; new product-feed campaigns support country targeting only. Objective, budget and targeting instructions are in [Creating campaigns for ChatGPT Ads](https://help.openai.com/en/articles/20001210-creating-campaigns-for-chatgpt-ads). Checked on October 23, its table lists daily minimums of PEN 13, COP 10,000, CLP 3,750, MXN 150, BRL 40 and USD 25. These are minimum budgets by billing currency, not click prices or estimates of profitable investment. ARS is absent; confirm your account currency before budgeting. ## Which sectors can advertise in LATAM The [ad policies](https://openai.com/policies/ad-policies/) focus on household and consumer goods, local services, travel and entertainment, digital products and education. Eligibility requires reviewing the ad and destination. Financial and health services are generally prohibited outside the US; legal services are prohibited outside the US. Country access does not establish category eligibility. ## What needs to happen after the click Before activating traffic, prepare a landing page that identifies the business, explains the offer and provides contact details. The policies prohibit deceptive destinations, including unverified messaging channels. Our recommendation is to use a website with a clear identity before the WhatsApp step; an isolated button does not establish trust or destination approval. Choose [WhatsApp, Telegram or web chat according to your operation](/blog/whatsapp-vs-telegram-vs-web-chat-ai-agent/). Your landing page can offer a WhatsApp button or a form, with a clear explanation of the data requested and its purpose. Give the agent a specific workflow: 1. Answer from approved information and request only the details needed to understand the inquiry. 2. Qualify against agreed criteria, such as need, service area and timing. Keep anything the person has not confirmed marked as unknown. 3. Record the contact, source, campaign, UTM values, owner and dated next step in CRM. The [CRM holds the commercial state](/blog/crm-source-of-truth-whatsapp-inbound-follow-up/). 4. Hand quoting, negotiation and exceptions to a person. The [agent needs limits that prevent invented prices or commitments](/blog/whatsapp-sales-agent-messaging-guardrails/). The [guide to building a sales agent with WhatsApp and CRM](/blog/how-to-build-a-sales-agent-whatsapp-crm/) develops this contract. If CRM is unavailable, retain the case in a reviewable queue and show the team that recording failed. A reply to the contact does not establish that follow-up has an owner. ## Measuring without promising results OpenAI supports [static URL UTMs and conversion measurement in Ads Manager](https://help.openai.com/en/articles/20001207-ads-in-chatgpt-the-basics). For a click campaign, for example, your team could agree on `utm_source=chatgpt`, `utm_medium=cpc` and `utm_campaign=latam_pilot`. This is a proposed convention, not an automatic provider label. Capture attribution on the landing page and connect it to the form or contact using your own identifier. Test that link: website UTMs do not automatically become CRM fields when a person moves to WhatsApp. Keep personal data out of URLs. In its [advertiser FAQ](https://help.openai.com/en/articles/20001220-frequently-asked-questions), OpenAI says it has no performance benchmarks across advertisers, industries or campaign types yet. Evaluate the [part of the funnel the agent controls](/blog/measure-sales-ai-agent-controllable-funnel/): time to first response, eligible inquiries qualified, complete records and accepted handoffs. Use a baseline and review errors. A click, reply or requested meeting does not prove a sale or ROI. ## Country guides: first editorial wave These sections cover the cluster's first five markets. The October 23, 2026 check of Ads Manager Availability confirms self-service access in the 16 markets in this article's table. Country availability does not guarantee approval for an account, category or campaign. ### Who sees ChatGPT ads? Ads may appear on Free and Go. Plus, Pro, Business, Enterprise and Edu are ad-free. OpenAI excludes accounts identified as belonging to people under 18. ### Do I need a company incorporated in the country I want to target? For self-service, OpenAI requires the legal entity advertising and being billed to be based in an available country. That rule does not require an entity in every target country. Some new accounts can initially advertise only in their home country; check your account's conditions.
